Nebraska allocates its five electoral votes by awarding two to the statewide winner and one to the candidate who receives the most votes in each of its three congressional districts. The 1st district, encompassing most of Nebraska’s eastern quarter except for Omaha and some of its suburbs (which are part of the more competitive 2nd district), includes the state capital, Lincoln, as well as the cities of Bellevue, Fremont, and Norfolk. It is considered solidly Republican, having backed Republicans in every election since it began awarding an electoral vote in 1992. Most recently, Trump carried this district by 15% in 2020.
